A Study on Countermeasures for Container Losses at Sea: Focusing on the Analysis of International Discussion Trends

Abstract

Container loss incidents caused by containerships at sea have recently emerged as a major factor significantly impacting maritime safety and the environment. Although international regulations, such as the verified gross mass(VGM), have been implemented to prevent such incidents, container loss incidents continue to occur. To address these challenges, extensive international discussions are actively ongoing. This study analyzes international regulations and discussion trends related to container loss incidents and identifies three key factors associated with container loss response. The study categorizes the response process into four stages: prevention, detection, reporting, and recovery. For each stage, specific measures to be considered during regulatory development are proposed, and the effectiveness of these response strategies is proposed. The findings of this study are expected to contribute to international standardization efforts and the formulation of future regulations. Additionally, it provides valuable insights for regulatory responses within the domestic shipping and related industries, ensuring enhanced preparedness and compliance.
