A Study on Ways to Improve Safety Criteria for Hybrid Electrical Propulsion Fishing Boats : Focusing on the Norwegian Maritime Authority Circular
Abstract
Amid increasing international demands to reduce greenhouse gas emissions from maritime activities, minimizing carbon emissions from fishing vessels has emerged as a vital objective. Notably, as of 2023, 60,272 of the 64,233 domestic fishing vessels are classified as small, with a gross tonnage of less than 10 tons. This underscores the need to enhance the legal framework governing the safe implementation of electric propulsion systems in small fishing vessels. This study examined the battery system safety regulations established by the Norwegian Maritime Authority for small vessels and compared them with domestic standards, specifically the "Electric Propulsion Vessel Standards." This study proposes improvements to existing laws and regulations to ensure the safe utilization of battery systems in small fishing vessels. Recommendations include enhancing the thermal runaway propagation testing, using battery coolant with certified insulation properties, establishing strict requirements for piping, fire hydrants, and ventilation systems within battery compartments, and prohibiting the use of seawater in fire extinguishing systems.
